Workers paid in clothing and food, not of his or her choice, is called slavery. Paying in currency has been an impossible goal. Coin can only pay a worker occasionally with his or her own piece of metal to use in a tool.

Roman Empire was a territory of trade with Roman gold coin and a few government workers from Rome in Patrie Italia were in places in Europe, the East of the Mediterranean, and Africa. 

Now 2026 (1986) there are more places with Roman gold coin made into radios and electronics, including in USA. 

I aim for a Imperium Romanum, with paper currency with a small amount of liquid metal such as liquid stainless steel which is worth much less. A USA copper penny is worth $10,000.00 while the worker has been paid $10,000.00 in a paycheck or so many paychecks. Two weeks of work as a farm worker or food preparation worker is the goal.
